CJI and the CBA Join Forces
to Improve Judicial Diversity

By Hon. Gary Jackson, CJI Board Member
The CBA/CJI Diversity on the Bench Coalition was formally approved in October 2019 because Colorado was facing an embarrassing moment in the state’s judicial history with zero African-American District Court judges in the state after the resignation of Hon. Bill Robbins in Denver District Court.  The ultimate goal of this project is to have the state court bench in Colorado reflect the diversity of the population in Colorado.  The Coalition will help lead a community-wide effort to comprehensively address a lack of diversity among Colorado state court judges, especially among African American and Hispanic American judges.

The Coordinating Committee of the CBA/CJI are led by Co-Chairs, Patricia Jarzobski and Judge Gary Jackson. The other committee members are:  Hon. Kathleen Croshal, Petr Koclanes, Joshua Anderson, John Baker, Jessica Brown, Miko Brown, Dean James Anaya, Christine Hernandez, Liz Krupa, Amy Larson, Ryann Peyton, Dave Powell, John Rodman, Hon. Jonathan Shamis, Hon. Karen Judge, Phyllis Wan and Sumi Lee.

Our current work focuses on designing an action plan around five priority areas in five designated counties:  Adams, Arapahoe, Denver, El Paso and Pueblo.  These are the five counties in which there is the highest African American and Hispanic American population.
1)     Candidates:
a.    Notice
b.    Pipeline
c.    Development (coaching and mentoring)
2)    Nominating Commissions:
a.    Composition
b.    Training and procedures
c.    Mandates
d.    Tracking
3)    Deciding Officials
4)    Accountability & Tracking
5)    Messaging and Promoting

The Coalition is doing deep dives into these five priority areas to create a roadmap to follow moving forward.  The Coordinating Committee met on December 16, January 27, March 9 and May 4th.  We have identified approximately 20 Coalition Partners from specialty bars, trial association and other entities that are interested in judicial equity and inclusion. The Coalition Partners will identify a delegate who will serve as a conduit of communication between the coalition and the interested organization and potentially be active in one or more of our working groups.

If you have any questions, please send to Gary.Jackson@denvercountycourt.org or Emy Lopez, who is the CBA staff liaison for the CBA/CJI Judicial Diversity Coalition. (elopez@cobar.org and 303-704-8151).  I am grateful that CJI responded to my call to action and your participation and commitment to increasing judicial diversity in Colorado.
